Okechukwu Nnodim  and Tony Okafor

The latest situation report on flooding from the National Emergency Management Agency has put the number of deaths caused by large-scale floods in 12 states at 199.

It also stated that a total of 176,299 persons had been displaced, while 826,403 people were affected in 87 local government areas.

The report, which was made available to our correspondent in Abuja on Thursday, further revealed that 109,820 displaced people were living with either their family, relatives or friends, adding that 1,036 individuals had been injured.

It said 17,816 houses had been destroyed or damaged by floods in various locations and 150,285 hectares of agricultural land, as well as 321 roads, had been destroyed or damaged.

NEMA said, “Since late August, heavy rains across Nigeria have caused large-scale flooding that has already impacted 826,403 people. However, numbers are expected to rise further as assessments are still ongoing in some states.

“In total, 87 LGAs across 10 states have been affected by severe flooding, while data is still being collated in two other states. On 17 September, NEMA declared a national disaster in the four worst-affected states (Anambra, Delta, Kogi and Niger) and is leading the overall national response.”

It added, “Five national and territorial Emergency Operating Centres have been activated, each covering between two and three states, to facilitate the response and collect information on critical gaps and needs.”

It said the EOCs were providing reports daily on the situation in the different states, adding that NEMA would continue to update the report as the situation evolved and assessments continued in the field.

The agency added, “Across all affected states, shelter, food, medicines, and mosquito nets, mats, hygiene kits, family kits remain priority needs. Responders are still requesting for speedboats to reach flooded areas and GPS for mapping.

“Light to moderate rains (up to 50mm) fell in the past 24 hours, primarily affecting Niger, Kaduna, Zamfara, Katsina, Adamawa, Ekiti, Kogi, Anambra, Imo, Abia, Cross River, Akwa Ibom and Rivers states. For the period of 20 to 23 of September, moderate rains (8  to 100mm) have affected the lower half of the country, primarily affecting Taraba State and southern coastal areas.”

Meanwhile, the Anambra State Governor, Willie Obiano, has asked those residing in flood-prone communities of the state to relocate.

The warning came following increasing havoc being wreaked in such areas.

On Wednesday, a nine-year-old-girl, Benedict Izuchukwu, who was a Primary Three pupil of Light International School, Okoti, in the Ogbaru Local Government Area of the state, was reportedly killed by the flood.

In a public service announcement by the Commissioner for Information and Public Enlightenment in the state, Mr C-Don Adinuba, the state government named flashpoints as Ogbaru, Ayamelum, Anambra West and Anambra East.

The statement read in part, “The Government of Anambra State has renewed its directive to all residents within the coastal areas in four local government areas to immediately leave their places in view of the raging flood water threatening to overrun the areas.

“The forecast by relevant agencies that these places will experience very high levels of rainfall resulting in dangerous floods is coming to pass.

“The state government has made arrangements for the effective and efficient evacuation of residents of these local government areas and relocate them to designated holding centres.”

Omowumi Isamotu

Two teenagers, Sonia (16) and Benita (17), have been arrested for allegedly beating up their friend, Oyinkansola.

The suspects were alleged to have flogged the victim with canes and cut her with a razor blade after a disagreement.

Oyinkansola sustained injuries in her mouth, neck, hand and breasts.

Sonia and Benita reportedly confessed to beating up the 16-year-old, but denied using a razor blade on her. They allegedly claimed using their fingernails.

The police were, however, said to have recovered the blade used to commit the crime.

The minors were arraigned before an Ogba Magistrates’ Court on two counts of assault.

The police prosecutor, Abiola Adewale, said the offence contravened sections 171 and 173 of the Criminal Law of Lagos State, 2015

The charge read, “That you, Sonia and Benita, on September 18, 2018, on Yetunde Babarimisa Close, Iju, in the Ikeja Magisterial District, did unlawfully assault the victim by flogging her with canes.

The defendants pleaded not guilty to the charges.

The magistrate, Mrs F.F. George, granted them bail in the sum of N50,000 with two sureties each in like sum. The case was adjourned till October 4, 2018.

Adelani Adepegba, Abuja

The police in the Federal Capital Territory have arrested a gang of car snatchers at their hide-out in Jos, Plateau State, after stealing an Opel car in Lugbe area of Abuja.

Parading the suspects in Abuja on Thursday, the Deputy Commissioner of Police, Rabiu Ladodo, explained that the suspects included, Sadisu Mohammed, 32, Lawal Adamu, 31 and Yusuf Saleh, 31 years.

He said, “Following a reported case of a car snatched at gunpoint on February 12, 2018 at Lugbe, police operatives from Lugbe Division have arrested members of the notorious car snatching syndicate and recovered the snatched Opel car with registration number BLD 176 XA.

“Upon discreet investigation, the suspects were tracked down to their hideout at Angulu, Jos in Plateau State where they were arrested on September 17.”

Ladodo noted that efforts were being intensified to recover the firearm used by the gang for their robbery operations, adding that the suspects would be charged to court upon conclusion of investigation.

Mohammed in an interview said they have snatched about four different car models, including a 2000 Toyota Camry car which they sold for N300,000.

“We have stolen about four cars which we sold for N300,000, another one was sold for N150,000 which we shared among ourselves,” he added.

The police also paraded one Kelvin Nnamdi, 27, and Reuben Adaan, 23 years, for allegedly robbing a tricycle passenger of her phone at Apo.

The DCP disclosed that Adaan was arrested by the police patrol team at the scene of a tricycle accident caused by the suspects while trying to rob their victim.

His cohort, Nnamdi, was however arrested at his Apo hideout during police investigation, it was gathered.

“The suspects normally pose as passengers to attack and rob tricycle (Keke Napep) commuters and riders of their valuables. Effort is being intensified to recover the victim’s phone,” Ladodo explained.

Nnamdi said he was a tiler, adding that he took to robbery because he was not getting jobs.

The command also arrested one Idowu Gafar, 29 years, at Lugbe for being in possession of fake currencies, which he was trying to use at a point of sale transfer.

He was exposed when the POS operator raised an alarm after she realised that the currencies were fake.

Upon his arrest, the police said 14 pieces of fake one thousand naira notes were recovered from the suspect as exhibits.

Gafar stated that the counterfeit notes were given to him by his brother who he said escaped after he was arrested.

The Niger State Police Command has apprehended one Shuaibu Abdullahi, 22, for allegedly kidnapping Bello Umar of Vunu Village in the Lavun Local Government Area of the state.

The suspect was trailed and arrested by the police detectives attached to Lemu Division on a tip-off.

It was learnt the suspect had sometime in August this year invaded the village in collaboration with three other members of his gang who are now at large and kidnapped Umar for ransom.

Northern City News gathered that the suspect alongside the three fleeing members of his gang, who were armed with weapons abducted their victim and took him into a nearby bush.

The suspect told our correspondent that luck ran out of his gang as the victim escaped from captivity.

“I  never knew that my victim will escape otherwise we would have made our money but unfortunately I ended up in the police net.

“We slept off and our victim took advantage of that and ran away. He later reported the matter to the police who arrested us,” he explained.

Water vendor, 62, defiles five-year-old girl, gives her N20

Samson Folarin

There was commotion in Akute Odo, in the Ifo Local Government Area of Ogun State, after a 62-year-old man, identified only as Wadada, allegedly defiled a five-year-old girl.

PUNCH Metro learnt that the victim, who stayed with her mother in a church, had gone to fetch water at the suspect’s borehole, when she was defiled.

He was alleged to have pacified her with N20.

The victim’s mother, upon seeing the money, reportedly queried how she came about it and she confessed that it was given to her by the suspect after defiling her.

Wadada was reportedly seized by some angry residents, who dragged him before the traditional ruler of the community.

A resident, who spoke on condition of anonymity, said the victim’s mother was asked to allow the community handle the case.

He added that the single mother was threatened with eviction from her church abode if she went public with the matter or reported to the police.

The resident noted that the suspect had been caught many times in the past for a similar offence.

He said, “The girl’s father is late. She stays with her mother in a church in the neighbourhood. The man has a borehole around the church, where he sells water to people.

“The girl was sent on an errand when he lured her on Friday. He inserted his fingers into her private parts and broke her hymen, as blood gushed out. He tried to use a piece of cloth to clean up the blood and gave her N20.

“When she returned home, her mother saw the money and asked where she got it from. She said Wadada gave her. She asked what she did for him to warrant such a kind gesture. She did not want to talk initially, but later opened up. Her mother opened her pants and found bloodstains in her private parts.”

The source said when the suspect was challenged, he owned up to the crime.

He was allegedly taken before the traditional ruler of the community.

PUNCH Metro learnt that the victim’s mother was asked not to inform the police, as she also confessed helplessness over lack of funds.

A source alleged that Wadada, who hailed from Ogun State, was a serial child molester, adding that he was protected by the community because he was a native.

“The last time he was caught, he was asked to sign an undertaking that if he was caught again, he would be banished from the community and he would forfeit his property.

“So, when he was caught this time, the community appeared to be more interested in banishing him and selling off his property than giving the victim justice and maybe compensation.

“The community leaders have been telling the mother to allow them handle it the traditional way. The woman also agreed because she did not know the implication of what the man did to her daughter,” the source added.

Some residents were reported to have counselled the mother  and assisted her with transport fare to the nearest police station.

Our correspondent gathered that there were pressures on the police to drop the case against the suspect.

A rights lawyer, Okere Onyekachi, said he spoke with the Divisional Crime Officer and the Investigating Police Officer, adding that they assured him that justice would be done.

He said, “The IPO told me that they would not drop the case because they also got information that it was the eighth time that he would be committing the offence.

“I told them that the offence was against the state and they should not allow anything to sway them from the path of justice. The police said they would do their best because they even foot the bills for the medical tests.”

PUNCH Metro learnt that the case had been transferred to the State Criminal Investigation and Intelligence Department, Eleweran, Abeokuta.

Efforts to get the state police spokesperson, Abimbola Oyeyemi, to react to the story since on Monday were abortive.

He had also yet to respond to enquiries on the incident on Thursday.

But the Zonal Police Public Relations Officer, CSP Dolapo Badmos, confirmed the case, saying it had been transferred to the SCIID, Eleweran.

“We learnt that it was not his first time, although the previous cases were not reported to the police. He usually tricked his victims with small things. We will ensure justice is served. The case has been transferred to the SCIID, Eleweran,” she added.

Abuja, four states, earth tremor hotspots —NASRDA

$

Okechukwu Nnodim, Abuja

The National Space Research and Development Agency has identified selected locations in Bayelsa, Ogun, Oyo, Kaduna and Abuja as hotspots for earth tremor.

It also stated that Abuja currently has a major vacuum underground as a result of the excessive drilling of over 110,000 boreholes in the nation’s capital city.

The Director-General/Chief Executive Officer, NARSDA, Prof. Seidu Mohammed, disclosed this on the sidelines of the 2nd Brig.-Gen. Michael Agu (retd) Annual Distinguished Lecture and Conferment of Fellowship Awards organised in Abuja on Thursday by the Nigerian Institution of Space Engineers, a division of the Nigerian Society of Engineers.

On September 6 this year, residents of Mpape, a hilly suburb of Abuja, went into panic following what they described as serious ground vibration that lasted for several hours.

Commenting on the development, Mohammed said, “In our report to the Minister of Science and Technology we talked precisely about issues involving Abuja earth tremor. Mpape was the epicentre of the tremor that happened between the 5th and 7th (of September) and what it also means is that the erstwhile inactive fault systems in Nigeria are gradually becoming active.

“In recent time, there’s been a number of incidences in several locations. There was one in Shaki, Oyo State; some two years ago, we had one in Oyi, Kaduna State and in some other locations. This year, it was in Mpape. So from the analysis of data available to us, Mpape is a hot spot and we need detailed study of the fault system in Nigeria to identify such hot spots so that we can constantly monitor them.”

Asked whether there were other locations classified as hot spots across the country, Mohammed said, “Yes, there are other hot spots in Nigeria. Don’t forget that in 1984, there was an earth tremor in Ijebu Ode, (Ogun State). Subsequently there was another in Shaki in Oyo State. Two years ago, we had some in Bayelsa and Kaduna. This year, it was Mpape in the Federal Capital Territory.

“And what this means scientifically is that some of the inactive faults are getting active and if they are active, then there is a need for us to study them in order to advise Nigeria in the event of incidents.”

He further stated that the over 110,000 boreholes in Abuja metropolis was causing a major vacuum underground, adding that there had been so many tremors in Nigeria in the last 10 years.

Mohammed said, “We are aware that there are over 110,000 boreholes within the Abuja metropolis. What that means is that enormous water is taken out of the storage underground every day, more than 330 metric tonnes on a daily basis. And this volume of water is causing a major vacuum underground.

“The earth is dynamic and these are issues that we need to talk about. Government should take a look at the indiscriminate drilling of boreholes. It should be regulated. In the last 10 years there’s been so many incidences of tremors within Nigeria.”

In his contribution, Agu, who is the pioneer chairman of the Nigeria Institution of Space Engineers, stated that the significance of space technology in any society could not be over emphasised.

“Space technology has several applications, whether in communications, remote sensing or earth observation, navigation, weather forecasting and more. Nigeria has been utilising the technology, but sincerely speaking, there is room for improvement in this respect as a country,” he said.

Festus Abu with agency reports

Nigeria coach Otis Hughley has revealed his family survived death in a car accident which occurred hours before he guarded  African champions D’Tigress to the quarterfinal of the   2018 FIBA  Women’s Basketball World Cup in Tenerife, Spain, on Wednesday.

Nigeria edged Greece 57-56 to become the first African team to reach the last eight since the tournament was first hosted by Chile in 1953.

However, no one of Hughley’s family suffered any major injuries, according to the coach.

“I got a phone call and I remember my daughter was screaming frantically,” he was quoted as saying by AP  after practice on Thursday.

“My wife’s neck and spine were injured. She already is a survivor of having an aneurysm, three massive strokes and had brain surgery. She had to learn to read and write all over again. She can’t work anymore.”

Hughley didn’t get much sleep but kept it from his team because he didn’t want it to be a distraction before the biggest game in the country’s history.

“You see the condition of the car, it’s totalled,” he said. “My mother-in-law, wife, two daughters and youngest son. Someone ran a stop sign and was going pretty fast.”

Meanwhile, Los Angeles forward Nneka Ogwumike is expected to lead USA against Nigeria in the quarterfinals of the World Cup on Friday.

Ogwumike started all three victories in group play of the tournament, averaging 10.7 points and 4.0 rebounds while shooting 56 per cent from the field, according to ESPN.

In Friday’s quarterfinals, the Americans will face Nigeria, a game that might have a little extra importance to Ogwumike, who is of Nigerian heritage.

The Nigerians’ uplifting run through this tournament so far no doubt means a lot to her, even if she and her US teammates will be trying to end that on Friday.

Nigeria forward Sarah Imovbioh will see a familiar face or two on the US sideline in the encounter.

Imovbioh played a year at South Carolina under coach Dawn Staley in 2015 to 16 after transferring from Virginia. She helped the Gamecocks to a 33-2 record, including a 16-0 mark in the Southeastern Conference. A’ja Wilson was a teammate.

“Never, never, never, never saw this coming,” AP quoted  Imovbioh  as saying of playing against her former coach and teammate. “It is family versus family. She’s like a parent to me. She took care of me while I was in South Carolina. She’s like family to me. I’m looking forward to this.”

Rerun lacks minimum standards for free, credible elections —CDD

$

Olaleye Aluko, Abuja

A civil society organisation, the Centre for Democracy and Development, said its findings revealed that the conduct of the governorship rerun election in Osun State ran contrary to democratic norms and standards.

The CDD said on Thursday that a number of the incidents recorded during the poll undermined the sanctity of the votes and the overall credibility of the electoral process.

In a statement by the CDD Director, Idayat Hassan, the civil society group frowned upon the conduct of the security agents as well as political parties’ stalwarts who took steps that “were clearly inimical to the conduct of a free, fair and credible election.”

The group said its observers reported several cases of denial of voters’ access to the polling units and tension in Ifon and Orolu Local Government Areas “due to the high-handed conduct of the security agents who seemed bent to sway the votes in the way of certain partisan interests.”

The CDD said, “At Ajegunle Roundabout, which leads to Polling Unit 003, Ward 9, in the Orolu LGA, security personnel mounted barricades to obstruct observers and deny them access to the polling unit. Observers were arrested and taken to a nearby police station. A CDD observer, Kemi Busari, was arrested by the police on the pretext that he took pictures around a polling unit.

“CDD also observed attempts by the security forces to prevent some voters who allegedly belong to an opposition party from accessing PU012 in the Olode Ward 07 in Ife-South Local Government Area, even after showing their PVCs.”

“Also, despite all efforts by INEC and civic groups to ensure violence-free polls, some political actors mobilised thugs and hoodlums to intimidate voters, journalists and observers. Our observer also reported that election was disrupted in PU 17, Ward 5, Osogbo LGA as a result of sporadic shooting by some hoodlums. In terms of the sanctity of the vote, CDD observers reported over five attempts by impostors to vote with PVCs from other wards at PU012 Olode Ward 07 in the Ife-South LGA.

“In the light of these anti-democratic acts, which have undermined the sanctity of the ballot, therefore, we hold strongly the view that the rerun poll of Thursday did not meet up with the minimum standards for free, fair and credible elections. It falls short of global best practices in democratic elections which Nigeria aspires towards.”

Fuel supply threatened as oil workers join strike

’Femi Asu and Ozioma Ubabukoh

The supply and distribution of petroleum products across the country are under threat as the Nigeria Union of Petroleum and Natural Gas Workers and the Petroleum and Natural Gas Senior Association have joined the strike ordered by the Nigeria Labour Congress.

The NLC on Wednesday directed all its members and affiliate unions to commence a nationwide strike on Thursday, following the failure of a meeting with the Minister of Labour and Employment, Chris Ngige, in Abuja on Wednesday, to produce the expected outcome.

The NLC President, Ayuba Wabba, said the industrial action would commence due to the refusal of the Federal Government to reconvene the meeting of the Tripartite National Minimum Wage Committee to enable it to conclude its work.

A NUPENG spokesperson, Mr Adamson Momoh, told one of our correspondents on Thursday, “We are part of the United Labour Congress; so, any decision that they take, we will abide by it.”

The National Public Relations Officer, PENGASSAN, Mr Fortune Obi, said the association had been directed to join the ongoing strike.

He stated, “PENGASSAN is an affiliate of the Trade Union Congress; so, the directive is that we should join the strike, and after the Central Working Committee meeting, the CWC has issued the same directive as the TUC to our members.

“We will manage the protest technically; there is nowhere in the world where you will abruptly stop oil production. It is a process. So, even if our members are joining, which is to respect the directive from our principals, it is something that must be done systematically.

“We have our members in different departments and areas; some are in essential duties area, and they will continue to deliver their duties.”

A spokesman for the Nigerian National Petroleum Corporation was quoted by Reuters as saying that he had seen no evidence that the strike by the organised labour had had any impact on oil operations.

Meanwhile, the organised labour on Thursday faulted the Federal Government’s proposal to reconvene the minimum wage negotiation committee next week, saying that the tripartite panel had concluded its assignment, but that government had refused to come up with its own minimum wage figure.

Speaking in Lagos for the organised labour, Amaechi Asugwuni of the National Union of Civil Engineering Construction, Furniture and Wood Workers said embarking on the seven-day warning strike was to enforce the position of the national executive councils of all the organs and labour centres in the country.

He stated, “It is so disheartening that the Federal Government that is the convener of the tripartite national committee, up to this moment, has failed to come up with its figure. Whether they like it or not, they must come up with a new figure, and it must be brought to the table of the tripartite committee.

“We will get to the end of the matter, which is for us to engage the government in a struggle and ensure that a new minimum wage is declared. The last review of the minimum wage in Nigeria was in 2011 and by law, it is supposed to be reviewed every five years.

“That really tells you how patient we can be, but it appears the government is taking us for a fool. That is why we have decided on the need to get down and lock down the economy of this nation, if that is what it takes before the government can get it right.”

The President, Association of Senior Staff of Banks, Insurance and Financial Institutions, Mrs Oyinkan Olasanoye, said, “The minimum wage issue did not just begin today, so it is very disappointing that the government has unnecessarily delayed its implementation.

“We are too humane enough to allow the committee to wait till now. The issue of minimum wage is to allow Nigerians to pay bills. It is when we have power to purchase and pay bills without issues that the productivity and Gross Domestic Product of the economy will receive a boost. We will not be tired; we will keep on struggling until we get there.”

The Chief of Staff to the President, Abba Kyari, on Thursday met some labour leaders at the Presidential Villa, Abuja, to resolve the issues that led to the ongoing warning strike by workers.

Labour unions, had on Wednesday directed workers to go on strike over the failure of the Federal Government to reconvene the tripartite committee on the new minimum wage. The workers are demanding N50,000 minimum wage. Currently, N18,000 is the minimum wage in the country.

Kyari said on Thursday that he called the meeting to ascertain what stalled the negotiation on minimum wage.

He said his interaction with the labour leaders showed that “it is the process of arriving at figure (for minimum wage) that got stalled.”

The National President of the Nigeria Labour Congress, Ayuba Wabba, who led the delegation, said the outcome of the meeting would be taken to the relevant organs of the union.

He said, “The Chief of Staff tried to give us detail of government’s position which we will convey to our members; then we can revert to him.

“I think we have shared the details on the issue of the National Minimum Wage and how the ongoing negotiation was stalled and the best way to get out of it. Government officials have given us their words which we will communicate to our members and revert to government.”

On when the strike will be suspended, he said, “The strike, as you are aware, was called by a larger organ. We must get their mandate before we can make any pronouncement on the strike. We are here on representative capacity, even as leaders.

“As we get out of here, we will put our heads together and try to see how to get our organs informed.”

Kyari had, at the brief meeting, assured the labour leaders comprising executives of the NLC, Trade Union Congress, and the United Labour Congress that talks on the minimum wage would be reopened.

Labour paralyses activities in Nigeria

The level of compliance with the nationwide strike ordered on Thursday by the  organised labour differed across the country.

While in many states, the strike paralysed federal and state secretariats  as civil servants complied with the labour leaders’ directive, some banks and other businesses attended to customers.

READ ALSO: Flooding kills 199, displaces 176, 299 –NEMA

In the Federal Capital Territory, financial institutions and other private business premises shunned the directive of the congress.

The Central Bank of Nigeria, Securities Exchange Commission, Deposit Money Banks and insurance companies failed to comply with the directive.

Our correspondents, who went round the Abuja city, observed that the banking halls were opened for customers.

Some of the banks visited are Union Bank of Nigeria Plc, Access Bank Plc, Guarantee Trust Bank Plc, Fidelity Bank Plc, Zenith Bank Plc and United Bank for Africa Plc.

Others are First City Monument Bank Plc, First Bank Plc, EcoBank, Diamond Bank and Unity Bank Plc.

Some of the bank officials, who spoke to one of our correspondents on condition of anonymity, said they had yet to get any directive to comply with the strike.

One of the bank officials said since there was no signal from the National Union of Banks, Insurance and Financial Institutions Employees, bank workers could not comply with the strike directive.

The source said, “We couldn’t comply with the strike directive because there was no signal from our unions asking us to stay at home. For now, we are not on strike.”

No work at Abuja federal secretariat

But the strike paralysed activities in all the offices at the federal secretariat in Abuja.

Our correspondents, who observed activities at the secretariat located in the Three Arms Zone, reported that most workers did not report for work.

A few of the workers who reported for work were seen sitting idle at the gates of the complexes in the secretariat.

Security was also beefed up at the gates to forestall a breakdown of law and order.

At the complex housing the Ministry of Foreign Affairs, the flag of the Nigeria Labour Congress was hoisted on the main gate which was closed to workers.

The big car park located behind the Eagles Square used by workers was virtually empty.

Those who sell N100 ticket for those who park their cars inside the car park were, however, on duty.

The industrial action also affected petty traders who were usually patronised by the workers.

Most hit were food vendors who have their shops inside the car park.

When one of our reporters visited the shops, only a handful of them were operational. Those who operated only offered skeletal services.

Military and para-military officials were, however, seen taking part in the rehearsal for the Independence Day parade at the Eagle Square.

Total compliance in Ondo

In Ondo State, there was total compliance by workers as government offices, banks, public schools, hospitals and many public organisations were shut.

Bank customers were disappointed as banks were shut. Some of them, who spoke with The PUNCH, said they were not aware that banks would join the strike.

A trader, who identified himself as Ike, said he went to a branch of a commercial bank in Akure to deposit a huge sum of money but was turned back by security personnel, who informed him that the workers were on strike.

He said, “I thought the strike only affected government workers, I didn’t know that it also affected bank workers.”

Many residents were seen at Automated Teller Machines to withdraw money.

It was also gathered that the development was the same at government institutions in Ondo town, Ikare-Akoko, Owo, Okitipupa  and other parts of the state.

The Ondo State Chairman of the Trade Union Congress, Soladoye Ekundayo, and the Chairman of the Joint Negotiating Council, Abel Oloniyo, led other labour leaders to move round public offices to ensure compliance.

The TUC Chairman in the state, Soladoye Ekundayo, commended workers in the state for complying with the directive of the unions, noting that public institutions and offices would remain closed until government yield to the demands of workers.

Strike paralyses govt institutions, others in Kwara

Activities in government institutions in Kwara State were also paralysed as workers complied with the strike directive.

One of our correspondents, who monitored the compliance level in Ilorin, the Kwara State capital, observed that offices of government ministries, department and agencies, as well as courts were locked.

Labour unions used vehicles to block the entrance to the complex housing the office of the state Head of Service. It was also observed that many schools and financial institutions were locked.

The Kwara State Chairman of the Trade Union Congress, Mr Olumoh Kolawole, expressed satisfaction that “there was total compliance.”

Partial compliance in Benue

However, in Benue State, there was partial compliance as the state and federal secretariat, as well as some commercial banks were opened as of the time our Benue State correspondent went round the capital city.

However, public schools were shut, forcing students who had gone to school to return home.

It was gathered that the ministries and the banks were later  forced to close down when labour officials invaded their offices.

The state Chairman of NLC, Comrade Godwin Anya, maintained that the level of compliance by state workers was encouraging and expressed the hope that it would continue the same way on Friday (today).

Schools, banks, others in Ogun comply

Banks, public schools and governmrnt offices in Ogun State observed the warning strike.

Pupils who turned up at both primary and secondary schools in Sango-Ota, Abeokuta and Ifo, among other areas, were turned back as many teachers failed to show up.

Also, banks in Abeokuta shut their gates against customers.

At Oke Ilewo, Abeokuta, where many of the banks are located, customers were seen in front of the banks. Also, First Bank located at Sapon, Abeokuta, shut its gate.

A few civil servants who showed up at Oke Mosan secretariat in the capital city were seen talking in small groups in front of their office blocks. Many of them returned to their homes before noon.

The state Chairman, NLC, Akeem Ambali, said the strike had commenced and it was being obeyed in the state.

Schools, banks, others shut in Delta

The warning strike recorded total compliance in Delta State as public and private establishments obeyed the directive of labour leaders.

One of our correspondents, who monitored the strike in Asaba, Warri, Effurun and other major cities across the state observed that banks, schools and government offices were shut.

In Asaba, the state capital, all ministries, public schools and other government offices were under lock and key.

The federal secretariat housing ministries, departments and agencies on Okpannam Road was padlocked when The PUNCH visited the area around 11.45pm on Thursday.

However, the strike recorded partial compliance at the Federal Medical Centre, Asaba, as some workers were seen at their duty posts.

In Warri, Sapele, Effurun and Ughelli, our correspondent gathered that local government councils, school and government agencies were shut.

Some of the banks which had earlier opened for business activities were forced to shut down when NLC officials stormed their premises.

The Delta State Chairman of NLC,  Mr  Jonathan Jemiriyiegbe, told one of our correspondents that the strike was fully complied with.

Bauchi partially complied

Commercial activities were partially paralysed in Bauchi State.

Some NLC leaders in Bauchi State went round all establishments, particularly government offices, to ensure compliance with the directive.

Labour leaders also forced workers who had turned up for work to go back home.

At the Abubakar Umar state secretariat and the federal secretariat, officials of the NLC were seen at the gates turning back civil servants who came to work.

However, when The PUNCH visited the Abubakar Tafawa Balewa University Teaching Hospital Bauchi, normal activities were going on unhindered.

Banks, schools, others open in Enugu

The industrial action did not have any significant effect in Enugu on Thursday.

Our correspondent observed that commercial and official activities went on as usual.

Commercial banks opened for business, while public and private schools also went about their normal activities.

Many motorists had rushed to filling stations in a wave of ‘panic buying’ on Wednesday over fears that the strike could lead to scarcity of petrol.

However, the filling stations opened for business on Thursday and the queues which appeared the previous evening disappeared. Most workers turned up for work at the Enugu State secretariat.

The situation was a bit different at the federal secretariat, where our correspondent observed a low turnout of workers.

The strike recorded total compliance in Umuahia, the capital of Abia State.

One of our correspondents, who monitored the exercise reported that around 9am, pupils of public primary and secondary schools in the state were seen leaving their school premises.

When our correspondent visited the federal and state secretariats at Ogurube layout in Umuahia, the complexes were shut.

Kogi civil servants, courts obey directive

There was total shutdown of government and court activities in Kogi State as the judiciary and the state workers complied with labour’s call for a warning strike.

Our correspondent noted that the high court complex and the state secretariat observed that the secretariat was shut as no civil servant was seen in any office.

Also, no court was in session, just as no worker was seen on the premises.

The Information Officer of the Kogi State Chief Judge, Sakeeb Seid, said no court sat because of the strike.

Similar visit to the state customary courts showed that there was total compliance with the strike.

The industrial court in the state did not sit as the entrance was under lock.

However, some banks opened to customers.

Lagos joins forces with labour

In Lagos State, early morning invasion of the state secretariat in Alausa by labour leaders forced civil servants to join the strike.

It was gathered that the unions locked all the gates into the secretariat and left the only one to the Deputy Governor’s office around 5am on Thursday.

The same treatment was also given to other government offices in the state, forcing workers to return home.

Magistrate courts in Ikeja, Ogba and Ikorodu were deserted when one of our correspondents visited.

Activities were also paralysed at the Lagos State High Court in Ikeja and Igbosere as the gates were locked.

Also, at the Lagos division of the Federal High Court in Ikoyi, judicial activities were grounded as the administrative officials of the court stayed away.

At the Nigerian Stock Exchange, normal trading activities, however, continued on the floor without any hindrance.

The Vice President, NLC, Amechi Asugwuni, said, “We are very happy with the level of compliance in Lagos State today. We shut all government agencies.

“With the assistance of the President of Association of Senior Staff of Banks, Insurance and Financial Institutions, Mrs Onyinkan Olasanoye, we succeeded in stopping activities at branches of Access Bank, Polaris Bank, Stanbic IBTC, and Guaranty Trust Bank, and workers of the banks were forced out of the premises of the banks.”

He said, “We drove workers at the Lagos State Environmental Protection Agency out of their office premises. We have also directed owners and drivers of commercial buses to comply with the action from Friday (today).”

No plan  for meeting on strike —NLC

The prospect of a quick resolution of the ongoing strike by organised labour may not materialise as the NLC said it had no plan to hold a meeting with its organs on the issue.

NLC General Secretary, Peter Ozo-Eson told one of our correspondents on the telephone on Thursday that labour unions had yet to choose a date to brief their organs and take a decision on the strike.

He said, “We do not have a date for a meeting. The directive on the strike still subsists.”

In the same vein, the Medical and Health Workers Union of Nigeria has directed its members to join the strike.

MHWUN President, Mr Biobelemoye Josiah, at a news conference on Thursday, said the directive became necessary as the union was an organ of the NLC.

Meanwhile, the Federal Government said the Wednesday meeting with organised labour on the minimum wage did not end in a deadlock.

The Minister of Labour and Employment, Chris Ngige, described the parley as a success, despite the declaration of a nationwide strike by the labour leaders.

The minister in a statement by his spokesman, Samuel Olowookere, on Thursday said, “The meeting was, in fact, successful as both the Federal Government team led by the Minister of Labour and Employment and the leadership of the organised labour agreed to reconvene the meeting of the National Minimum Wage Committee on Thursday, October 4, 2018.”

Osun rerun, a show of shame, says opposition coalition

Olusola Fabiyi, Abuja

The Coalition of United Political Parties has described the governorship rerun election in seven polling units in Osun State as a show of shame.

It also expressed worry that the Independent National Electoral Commission and the Nigerian security forces had allegedly turned themselves into organs of the All Progressives Congress.

A statement from the secretariat of the coalition signed by its spokesman, Mr Ikenga Ugochinyere, in Abuja on Thursday,  said that it was unfortunate that the same INEC that claimed to have cancelled results of some Polling Units due to disruption “watched with collaborative silence as security forces comprising the police, civil defence, Federal Road Safety Corps, National Drug Law Enforcement Agency, Nigeria Immigration Service, Nigeria Customs Service and the Nigerian Army comfortably turned themselves into the joint militant wing of the vote-stealing APC.”

He added, “For the very first time in Nigeria’s electoral history, accredited journalists and observers were manhandled and stopped from accessing voting areas. Security forces watched while APC thugs molested and intimidated voters, dispossessed them of their Permanent Voter Cards and abducted accredited agents of the opposition.

“The deduction of votes from Senator Adeleke, the fictitious adding of votes for Alhaji Adegboyega Oyetola, and suspicious declaration of an election adjudged by all INEC accredited observers as the freest and fairest in recent times as inconclusive due to disruptions is akin to INEC discrediting its own process just to please the APC.”

Oladimeji Ramon

In their appraisal of the Osun State rerun governorship election, the missions of the United States, European Union and the United Kingdom, who were on the ground to monitor the exercise, said there were incidents of harassment and intimidation of voters.

Reading the missions’ joint report, the US Consul General, Mr John F. Bray, said, “The missions of the United States, European Union and the United Kingdom observed voting at polling stations in Osun today (Thursday). We witnessed what appeared to be incidents of interference and intimidation of voters and have reports of harassment of party monitors, journalists and domestic observers.

“We are very concerned by these reports and we will be checking with stakeholders to determine the facts. We call on all stakeholders to remain calm.”

Ronaldo free to face United

Cristiano Ronaldo is free to face former side Manchester United at Old Trafford on October 23 after receiving a one-match ban for his red card against Valencia, Skysports reports.

The Juventus forward was dismissed following a tussle with Valencia’s Jeison Murillo where he appeared to put his hand on the centre-back’s head.

It was Ronaldo’s first sending off in 15 years of playing in the Champions League and carries a mandatory one-game ban.

However, the UEFA disciplinary panel has confirmed that 33-year-old will be suspended for just a single game – Tuesday’s clash with Young Boys – after its control, ethics and disciplinary board decided not to increase the automatic penalty after meeting on Thursday.

A UEFA statement said,  “The CEDB has decided to suspend the Juventus  player Cristiano Ronaldo for one  UEFA competition match for which he would be otherwise eligible.”

That clears Ronaldo to face Manchester United in both Group H ties, with the second game taking place in Turin on November 7.

Ronaldo scored 118 goals in 292 games for United between 2003 and 2009, winning three Premier League titles, the Champions League and the Club World Cup.

• PDP rejects results, says it’s black day for Nigeria

• I’ll retrieve my stolen mandate at tribunal —Adeleke

Olusola Fabiyi, Abuja; Olufemi Atoyebi and Femi Makinde, Osogbo

The Independent National Electoral Commission declared the candidate of the All Progressives Congress, Gboyega Oyetola, as the Governor-elect of Osun State.

The rerun of the Osun State governorship election was held in seven polling units across four council areas on Thursday with the candidate of the All Progressives Congress, Gboyega Oyetola, beating the Peoples Democratic Party candidate, Ademola Adeleke.

READ ALSO: Osun rerun, a show of shame, says opposition coalition

The returning officer, Prof. Joseph Fuwape, declared that the APC candidate, Oyetola, won the governorship election by scoring a total number of 255,505 votes while Adeleke of the PDP polled 255,023 votes.

This was, however, met with protests by Adeleke, the PDP, and the Coalition of United Political Parties, among others.

Adeleke had won the main election on Saturday with 353 votes after polling 254,698 against Oyetola’s 254,345. On Thursday, both candidates relied on 2,637 votes in the seven units where the Independent National Electoral Commission had declared rerun to win the final contest.

The rerun was held in one polling unit in Oyere in Ife-North, one polling unit in Olode in Ife-South, another polling unit in Osi, Ife-South, three polling units in Orolu, Kajola Local Government Area of the state and one polling unit in Osogbo.

In Oyere, APC had 126 votes while PDP had two votes. In Olode, APC scored 283 votes with the PDP scoring 15 votes. In Osi, APC had 172 votes while the PDP had 21 votes. In Ifon, Orolu, APC had 111 votes against PDP’s three votes. In Gbogbo, Orolu, APC had 41 while PDP scored 64 votes. Also in Idiya, Orolu, the APC scored 128 votes against the PDP’s 55 votes.

In Osogbo, the APC scored 299 votes while the PDP scored 165 votes. In all, APC scored 1,160 to beat the PDP which scored 325 in the rerun. When added to the result of the main election on Saturday, APC had a total of 255, 505 votes against PDP’s 255,023.

In the run-up to the rerun of the election, the PDP alleged that INEC shortchanged its candidate in some of the council areas by announcing figures that were lower than what Adeleke actually scored.

It claimed that the actual margin of the win against Oyetola in the first election was 4,740 and not 353. The party said that INEC added 2,000 votes to what the APC polled in Osogbo and 1,387 to what it scored in Olorunda. The party also alleged that 1,000 votes were deducted from what Adeleke scored in the Ayedaade council area.

The candidate of the Social Democratic Party, Iyiola Omisore, who came a distant third in the Saturday’s election, however, became an important element in the Thursday’s rerun because some of the polling units fell under the area of his strength. He was visited by a high powered Federal Government delegation which included the APC chairman, Adams Oshiomhole; Ogun State Governor Ibikunle Amosun; his Oyo State counterpart, Abiola Ajimobi;  Ekiti State Governor-elect, Kayode Fayemi;  and Minister of Information, Lai Mohammed.

Although he also met some leaders of the PDP, which included the party’s presidential aspirants, Bukola Saraki,  and Atiku Abubakar, Omisore caved in under the FG pressure as he announced that he would support the APC in the rerun.

In areas where the rerun was held in Ife-South and Ife-North, PDP supporters alleged that they were barred by thugs from reaching the polling units to cast their votes for Adeleke. They also alleged that police watched as they were beaten by the thugs, adding that the result of the election did not reflect the wish of the electorate.

In Olode, the PDP agent was absent at the polling unit. One of our correspondents who were at the polling unit witnessed the beating of two people who claimed that they had come to vote. Although there was a heavy presence of armed security men at the unit, the hoodlums acted without hurdle. It was also observed that voters were hugely induced to vote at the polling unit.

It was gathered that voters were registered by an agent at a mud house behind the polling area and given what was termed agreement fee before voting and another amount after showing evidence of voting. The evidence was usually the ink on the thumbnail. It was also observed that the majority of the people at the polling unit, except journalists, observers and security men, had a common symbol of identification.

The Director of Voter Education and Publicity, INEC, Akin Ojewande,  who was at the unit, said the election process was peaceful. He said that it was the choice of the PDP not to be represented at the unit.

He said, “The election is peaceful according to plan. Everybody has the right to be here or not, How would I know (why the PDP agent is not here). A party is allowed to have an agent at each polling unit. Nobody was sent away from coming here. People have been following the rule. I don’t know of other polling units.”

In Osogbo, gunshots fired by unknown people caused a commotion as the voting process was disrupted. Two persons were arrested by the police for attempting to buy votes from the electorate in the queue. A man who was alleged to be in possession of cloned Permanent Voter Cards was also whisked away by security men. An undisclosed amount of money was also found on him.

  • PDP rejects results, says it’s black day for Nigeria

The national leadership of the Peoples Democratic Party met in Abuja on Thursday over the conduct of the rerun governorship election in Osun State.

While rejecting it, the party also said that the Thursday election was one of the worst days in the history of Nigeria.

It described the election as a black day for the nation.

The National Chairman of the party, Prince Uche Secondus, spoke at an emergency meeting after the meeting of members of the PDP National Working Committee.

He lamented that Osun State was put under siege and the citizens’ right trampled upon by security agents, whom he said were backed by both the All Progressives Congress and the Independent National Electoral Commission officials.

He expressed concern that if what took place in Osun State was what would take place in 2019, then the future of Nigeria’s democracy “is bleak and the nation sliding into crisis.”

He said, “What we have witnessed in Osun shows clearly that the All Progressives Congress is not ready for an election and we are afraid that President Muhammadu Buhari will not hand over if he loses the election next year.

“Today, we are all aware of the rerun election in Osun State as we address the press conference. We, the members of the National Working Committee, have reviewed what has happened from the distribution of materials to the actual voting in some of the units and wards.

“We found that Osun is under siege. Therefore, today is a black day for Nigeria.

“We would think that it is a state or some units, but if you look at what has transpired so far from Ekiti to Osun State, Nigerians are groaning in pains especially the Osun people.

“The right of the citizens to be able to come out and vote had been trampled upon and the entire state and the wards and units have been seized by the security agencies who were acting on behalf of the APC to make sure the election is rigged by all means.

“We are sad that if this is what is going to take place in 2019, then the future of Nigeria’s democracy is bleak and we are sliding into crisis.”

Secondus challenged INEC to rise above what happened in Osun and declare the PDP candidate as the winner of the election.

He also called on the commission to immediately cancel the elections in all the units where security agencies seized the Permanent Voter Cards of PDP members and also where their members were prevented from voting.

In his reaction, the Deputy National Chairman (South-West), Dr Eddy Olafeso, noted that security agents colluded with the APC people by allowing those wearing uniform bearing the APC governorship name to vote.

He alleged that in Orolu and Garage Olode and some of the units, the PVCs of PDP members were seized and INEC members of staff were induced with cash, which he said they could not refuse.

  • I’ll retrieve my stolen mandate at tribunal —Adeleke

The governorship candidate of the Peoples Democratic Party in Osun State, Senator Ademola Adeleke, has vowed to retrieve his ‘stolen mandate’ from Alhaji Gboyega Oyetola of the All Progressives Congress at the election petition tribunal.

Adeleke said this while speaking in an interview with journalists shortly before the final figure was announced by the Returning Officer, Prof. Joseph Fuwape, on Thursday.

READ ALSO: US bodies predict electoral violence in Lagos, Rivers, Kano, others

The PDP candidate, who spoke through his brother, Dele Adeleke, said he would meet with the party leadership and tribunal would be the next step for the party and the candidate to take.

He said, “It will be foolish to allow this 419 result to stand. The party will meet and I believe that the tribunal is the next step to take.

“Adeleke’s mandate can’t be stolen, it will be retrieved. The wish of the people will stand at the end.”

However, the All Progressives Congress has said the PDP is crying foul over the result of the Osun State governorship rerun election because of the inability of the opposition party to rig the poll.

The APC said this in a statement issued on Thursday by its Director of Publicity, Research and Strategy in Osun State, Mr Kunle Oyatomi.

Speaking in the statement released after the rerun poll which was held in seven units, the APC spokesperson said that the opposition party made an elaborate arrangement to rig the poll but were prevented from carrying out the act.

He said, “Osun people have spoken. The PDP was unable to manipulate the result this time around, so they are crying foul. We have always known and have made ourselves clear before the election that the PDP had made elaborate arrangements to rig the election through the manipulation of the card readers and it was this process that made them got the votes allocated to them in the first ballot.

“Nobody expected the PDP to even come second. Most people in Osun have the belief that it would be a straight fight between the APC and SDP. But as God would have it, Osun was saved from the vultures.

“We will like the Osun people to understand that the runoff votes went the way it did because the PDP was unable to manipulate the card readers this time around and fortunately the police thwarted their plot of vote-buying and trying to use the PVCs of unsuspecting voters. That was why some of their leaders were arrested. So the PDP should look for other excuses.

“They attempted to win by fraud; they failed in the first round and eventually lost the rerun election.”

Court summons EFCC over Benue accounts freezing

John Charles, Makurdi

The Federal High Court sitting in Makurdi has asked the Economic and Financial Crimes Commission and two commercial banks to appear before it over the recent freezing of the state government’s accounts.

The banks are United Bank for Africa and Fidelity Bank.

In the writ of summons issued to the defendants, the court asks EFCC and the two banks to, within 30 days, state why they carried out their action of freezing Benue State Government accounts.

The Economic and Financial Crimes Commission had on the 7th of August, 2018 ordered the freezing of Benue State Government’s accounts in UBA and Fidelity banks.

But the accounts were later unfrozen after public outcry.

Following the freezing of the accounts, the state government  through the office of Attorney General and Commissioner for Justice dragged the anti-graft agency to the court demanding N30bn as damages suffered within the period of freezing the accounts.

The government had among other things prayed  the court to declare that EFCC acted against the law when it directed the banks to freeze its accounts.

It also demanded a declaration of the court that by freezing the said accounts, EFCC denied the government the right to operate and transact on the affected accounts.

The suit also sought the verdict of the court to the effect that a state government’s account maintained with any bank or financial institution in Nigeria did not fall within the class of bank accounts that can be frozen by the EFCC.

The state government also prayed the court to give an order of perpetual injunction restraining the EFCC or its agents from freezing accounts held in UBA and Fidelity Bank or any other bank.

The case will come up on October 8 for hearing.

In readiness for Saturday’s direct primary election, Governor Akinwunmi Ambode’s team has approved training for 1,960 residents that will serve as agents in all the 245 wards in the 20 local government areas where the primary election is expected to take place.

The training was said to have been approved after the inauguration of the Ambode Campaign Organisation coordinators and offices in the three senatorial districts in the state with outposts across the 20 LGAs.

A press release on Thursday from the Directorate of Media and Strategy of ACO said the agents had been selected and would be trained “to be the eyes and ears of Governor Ambode as the candidate of choice in the primary election.”

The statement read in part, “While being vigilant and uncompromising, the agents have been tutored to conduct themselves in a peaceful and orderly manner as loyal members of the All Progressives Congress who want the best for the party and for democracy by ensuring that the best candidate emerges on a level playing ground.”

Ambode had on Wednesday reiterated his intention to participate in Saturday’s primary election in line with the preference of the party.

The statement added that the governor’s position led to jubilation among supporters of the governor who believed that he deserved a second term in office to consolidate his socio-infrastructural achievements.

In his declaration on Wednesday, Ambode had stated his intention to seek re-election with a pledge to give open and deeper attention to the concerns of the party.
